Test & Evaluation Engineer (Sensors)

JOB DESCRIPTION:
SoundWay is seeking a Network Engineer to support stand-alone and integrated network and communication architectures for advanced technical missions within the Intelligence Community.  Working both independently and as part of a cross-functional team, you will lead and support efforts to ensure
  • Draft, coordinate and implement test/evaluation strategies, master plans, test plans and test reports to address scope of testing, specifications, and requirements.
  • Validate specifications and requirements for testability.
  • Gather information from applicable specifications and sources to define test requirements, facilities, and test equipment.
  • Support development of test metrics (e.g., critical technical parameters, measures of effectiveness, measures of performance, and critical operational issues).
  • Identify, maintain, and schedule test resources (e.g., facilities, ranges, equipment, and material.
  • Lead and/or support test preparation, execution, data collection, analysis, and reporting
  • Evaluate current and future requirements from system operators for integration into operational users’ Concept of Operations (CONOPS).
  • Support fieldsets, legacy field devices, and emerging transceiver technologies.
  • Support research and development of test and evaluation strategies, policies, practices, and procedures.
  • Test, evaluate, and verify hardware and/or software to determine compliance with defined specifications and requirements.
  • Perform developmental testing on systems and/or software under development.
  • Analyze software, systems, hardware, and/or interoperability software test results.
  • Record and manage test data.
  • Make recommendations based on test results.
QUALIFICATIONS:
  • Minimum of 5 years of Relevant Experience.
  • TS/SCI w/CI Polygraph
  • Demonstrated ability to work effectively within or lead a team of peers.
  • Excellent verbal, written, and interpersonal communications skills.
  • Expert knowledge and use of Microsoft Word, Excel, and PowerPoint.
  • Experience supporting the DoD, Intelligence Community and working on client site is preferred but not required.
  • Demonstrated DoD-systems test engineer experience.
  • Knowledge of DoD and industry test facility capabilities and associated testing protocols/procedures.
  • Significant experience conducting and documenting system/sensor tests.
  • Understanding of:
    • Mobile telephony – theory, infrastructure, protocols.
    • Wireless and network communications – theory, infrastructure, and protocols.
    •  Radio Frequency (RF) communications, bands, and protocols.
  • Experience in and the ability to:
    • Perform analytical and problem-solving skills to effectively track, manage, and status multiple technical items and issues.
    • Communicate implementation approaches and deficiencies.
    • Plan, scope, and perform studies and analysis.
    • Coordinate with internal, outside agencies, and vendors/others for required test-environment installation, test, and support of major milestones
    • Communicate highly-technical analyses and interpret and explain technical drawings in a way that is easily understood by non-technical individuals (clients, client’s customers, senior-level government)

EDUCATION:
  • Bachelor’s degree in a Relevant field of study.
  • OR:
    • 4 additional years of Relevant experience without a Bachelor’s degree
CERTIFICATION(S):
  • Industry-accepted Test & Evaluation Certification preferred but not required.
